As we are mainly responsible for Microsoft Teams, so I cannot give you a definite answer whether it has some limitations of Power Virtual Agents integrated with Microsoft Teams.
I unassigned Power Virtual Agents for Office 365 license for user and this user can still add Power Virtual Agents in Teams client. It seemingly needs no other requirements to use PVA in Teams.
