I don't know about RQuick1, but I am having the same issue in Internet Explorer. Or any other browser. That option is simply not there, only "Edit in browser". Sender and me have Office 365 Business Premium Accounts. It only shows me that option(Edit in OneNote) if I use my personal OneDrive Account.

Sorry for the late reply. Hope you are having a good day.

I assume that you've encountered the following behavior, "Open in OneNote" is not listed in OneNote Online.

 

Actually this is a frequently asked question in this community. It's an expected behavior if the Notebook sender and you are in different Organization.

Anyway, there is still a method that could achieve your request, but might take a detour. If you are interested, please ask the Notebook sender to check the steps below:

1.Find the Notebook in his OneDrive for Business. Go to Manage Access > Advanced.

 

2.Click on Grant Permission, input the receiver's email address and change permission level to FULL CONTROL. (Important) Share.

 

In this way you should see the "Open in OneNote" button on the ribbon.
