Error Sharing with external user

The user in question was having trouble accessing our sharepoint site after we shared it with her.

We deleted the user profile in Sharepoint Admin Center, as well as in our Azure Active Directory.

I even deleted the user from the Deleted Users view. 

Now I am unable to re-invite her as I receive the: "Sharing failed: Couldn't resolve user ..."

I tried the instructions.... from here : https://support.microsoft.com/en-us/help/3026385/how-to-remove-users-from-sharepoint-online 

  1. Browse to the Office 365 admin center at https://portal.office.com.
  2. Under service settings, click Manage Organization-wide settings.

However, I do not see Service Settings or Manage Organization-wide settings

I have been researching and playing with this for days.

Hi Carlen Bowie,

Thanks for providing the related screenshot.

You may try use Remove-SPOExternalUser cmdlet to remove the affected external user from SharePoint Online, then try to share the site collection with the external user again.

Refer to the steps in Use the SharePoint Online Management Shell to Remove the external user from SharePoint Online in the article you mentioned.

    I am able to give access to this person's team (outside) the office just not her.

    Every time I try to put her email in,  I receive the: "Sharing failed: Couldn't resolve user …"

    Thanks for sharing your experience with us.

    We understand you want to share SharePoint site with an external user, after you share the site with the user, she cannot access the site.

    We would like to suggest you firstly check if you have enabled External sharing globally for SharePoint Online(tenant level) and individual site collection level.

    At tenant level: SharePoint admin center>sharing>Sharing outside your organization.

    At site collection level: SharePoint admin center>Site collections>select a site collection>Sharing>Sharing outside your company.

    Turn external sharing on or off for SharePoint Online

    If the external users still cannot access your SharePoint site, we'd like to confirm the following information for troubleshooting:

    1.You mentioned "The user in question was having trouble accessing our sharepoint site".

    When the external tries to access the site, does she get any error message? If yes, please also share a related screenshot.

    2.A screenshot of the error message when you share the site with the external user.

    3.Does the issue happen to the specific external user?

    4.What is the permission level when you share the site?
