We are also facing same problem for creating account for Kosovo region.

When I try to make a purchase in the Office 365 portal I receive the following message:
Sign-in required
For security reasons, please sign in again.
If you receive this notification again, a specific browser seeting is preventing you from using this page.....
The user management page shows me the below errors:
Exchange: Could not convert property UsageLocation to type CountryInfo. Error while converting string 'XK' to result type Microsoft.Exchange.Data.Directory.CountryInfo: The ISO-3166 2-letter country/region code or friendly name "XK" does not represent a country/region.; Exchange: An unknown error has occurred. Refer to correlation ID: bf02018e-10ea-4fe6-aa7a-69f40fd4fca5;
Please, can someone explain to me how to fix the above?

Thanks for letting me know that the issue has been resolved in the PM. So it comes to be related to the Country code and phone number. Please continue to post in this forum if you meet any problem regarding to Office 365. We are always here for you.
