Error Code Inactive

I purchased Office 365 Home Premium which has a card with the product key on it. I have tried to set it up following all the instructions  but I get an error code: Inactive. I have returned to the store 3 times and they assure me that they have activated it, even replacing it with a new card on 2 occasions, still getting the same problem.

I have contacted microsoft support and have made little or no progress.
