SharePoint Site Storage Limit function

Question

Currently I'm working on SPO and recently two of my site collection reach its storage limit but the response were different.

For one site collection, site collection admin receive an email from ******@sharepointonline.com.

Subject: Approaching SharePoint Site Storage Limit

Your site collection is approaching its storage limit. It's not a problem yet, but if you run out of storage space, any changes you make won't be saved.

To free up space:

1. Go to https://*****
2. Select the files you want to delete.
3. Empty the recycle bin

View site storage metrics: https:/******/_layouts/storman.aspx

For second site collection, a warning started displaying on the site collection (Running out of space...)

Running out of space. This site is almost out of storage space. To free up space, delete files you don't need and empty the recycle bin.

Not sure why both the site collection response were different but have same set storage quota settings.

I would like to avoid the second scenario because all the end-user get the warning and sometime end-user notify us (admin) for storage which is not ideal.
