Excel - use Text/CSV import by default?

Is it possible to configure Excel 2016 so that it uses the From Text/CSV import tool by default when opening a CSV file?

In particular I'd like to open CSV files without Excel dropping leading zeroes.  Currently in order to do this, I go to the Data tab and use the From Text/CSV button so that I can specify the correct column types.  Is it possible to make Excel open CSV files through this import tool by default?

If I just double click a *.csv file, it will open in Excel but it doesn't get the column types right.  I would like to make it jump directly to the import wizard, if possible.

Hi LittleIT-KS,

There is no option by default in Excel that can be set to open CSV files directly in the Import Wizard. We understand that it will be more convenient for you if this can be achieved, so we suggest leaving feedback via our Excel's UserVoice;  this is the best way to make our products and services better for you and others.
