SharePoint Server 2016 Production Development Test Server set up

We are evaluating a move from SharePoint Foundation 2010 to SharePoint Server 2016 on premise. SharePoint Foundation licensing was free so we had a production server and a test server with SharePoint Foundation 2010 installed. What is the recommended architecture for production and test on SharePoint Server 2016? Do I still need 2 servers with 2 SharePoint Server 2016 licenses. Or is there some set up with just one server and one SharePoint Server 2016 license. Can I use separate Web Applications or site collections to for production and test? What is the best practice for Production and test in SharePoint Server 2016?
