Cannot paste picture into cell in Excel - always pastes on top of sheet

Hello.  I'm trying to do what should be a simple task of pasting a picture into a specific cell in an excel sheet.  However, when I go to Insert--Pictures (as I've seen instructed on other threads), the picture never pastes into the cell, it only pastes on top of the whole sheet!  Once it does, changing Properties/Settings (e.g. move and size with cell), makes no difference; the picture remains an independent item on its own layer that I can re-size and move around the top of the sheet but cannot integrate into a cell.  It's like the picture is stuck permanently IN FRONT of the sheet and not in the cell I want it to be.

What settings am I missing here?

    Is the size of the cell large enough to contain the picture?

    Try repairing your Office installation. First try Quick Repair (takes 5 - 10 mins) , if that doesn't help then try Online Repair (Takes more than 30 mins but less than 1 hour in general)

    Note for Office 2013 and below - Please repair only if you have product key with you as sometimes it asks for the product key again after the repair.

    Yes, I've tried re-sizing the cells and the picture to fit, but the picture remains independently layered from the sheet.  I can make it look like it fits, with a little effort and manipulation of cell and photo re-sizing; the problem is, because the picture is independent, you can't click to open it; you have to go through the trouble of re-sizing the photo out of the cell to see it.

    Repair is not an option as I am using a business copy of the software.  Surely there is another way, or something missing?

    To the best of my knowledge this is standard functionality that you can't change.
