Missing Permissions section for site settings

I am the Site Collection Admin and the page created and Owner. Yet I do not have the site setting option on my home page. But I do have it on my Documents page under the same team site. When I go to site settings, I'm missing the User and Permission section. At this point, no one can edit permissions to this page. 

How do I get that resolved?

    Hi Mel_Payne,

    First, you may check whether you can access the site permissions page via URL. If it is the default Team site, the URL should be https://contoso.sharepoint.com/_layouts/15/user.aspx. If it is a new site collection, the URL should be https://contoso.sharepoint.com/sites/SiteName/_layouts/15/user.aspx. (Modify the URL by yourself accordingly.)

    If you cannot access the page via URL, it means you do not have the required permission. To further troubleshoot the issue, I would like to confirm the following information.

    1. Where did you create the site, from SharePoint admin center or SharePoint home page?
    2. If it was from the SharePoint admin center, select the site there and check the owners to see if your name is listed. If it is a group connected team site, check whether you are the owner of the group.
    3. Are there any other admins? Do they experience the same issue?
    4. Please share some screenshots with us.
