From my understanding, the linked.xlsx has been deleted from the synced folder and you encountered the same error message when you tried to open any workbook in the synced folder.
If so, we might need more information to check whether it is due to Excel or OneDrive sync client:
- Your OS version, Office version(Version ****(Build ****.****)) and product name. (Open Excel>File>Account>Production Information)
- Which OneDrive client are you using? If you are using the next generation client, please right-click the OneDrive icon in system tray, then click Settings > Aboutto see your OneDrive version.
- Please open your OneDrive for Business in browser first, right-click the workbook> Open in Excel to see whether it can be opened normally.
- Navigate toOffice 2016 Upload Center, click Settings > Delete cached files to see the outcome.
- Please copy a workbook to another location (e.g. the desktop), then open that workbook to see the outcome.
