Error adding a license to user

I am having an error adding a Dynamic CRM for Sales Professional license to one of my users.  The error I am getting is: "The email address is being used as an alternative email address.  Use a different email address."  The problem is that it is NOT being used as an alternative email address for any user.  I have checked many times.  I have contacted Microsoft, but they moved by ticket to another department and have not gotten back to me yet.  Has anyone had this problem and found a solution?

If you followed the correct steps but the issue persists, you can try to use PowerShell and check if it helps. For your reference:
