Yes, I have the Windows app version offered by the Microsoft store on both of my computers. I was suspecting something strange happened (i.e. a file corruption) which would cause the unusual allotment of memory on my solid state. It's kind of cool that it
kicked in Storage Sense, but not very cool in how ineffective Storage Sense was at cleaning up this problem. Of course, if the memory was allocated to the OneNote application, then it might not recognize the corruption or cached files as something to clean.
