conditional formatting and notifications

Question

Is there a way to create a notification in conditional formatting?  Like when we tag a date to highlight when due?  Can we set up a notification?

And can you link or create a date formula to adjust next dose due date, when someone changes the last dose due date?

There is no built in function to do that with conditional formatting.
