Error code Error Code 30175-4 (19) when trying to install Microsoft Office 365 Personal

I am trying to install Microsoft Office 365 Personal on a new system running Windows 10 Pro.

It has failed several times since 11-05-2019. 

I've tried to activate from the new preinstalled Office software - It failed

I uninstalled this version, then went directly to my Office 365 login and tried to install from there. - It failed with the Error Code 30175-4 (19)

I tried running the SARA tool - It failed with the Error Code 30175-4 (19)

I disable my firewall & windows defender - It failed with the Error Code 30175-4 (19)

I am at a lost of how to proceed with the install. Please advise how to resolve this issue.

    Could you try using the uninstalling tool that Microsoft provides you with these types of error? It may be that you have Office remnants installed on your computer.

    If that doesn't help, could you try using the repair option after you have installed Office and encountered the error?

    Hello Sir,

    I must clarify from my initial post. 

    I had followed the instructions from the link  previously to download the SetupProd_OffScrub.exe utility , AKA MS Support and Recovery Assistant (SARA). It did not resolve my issue. It ended with the same error code.

    Furthermore I can not try the repair option because Office is no longer installed and will not install.
