Domain controller server change

plan to install WinSrv 2019 ad dc.

we already have WinSrv 2003 and WinSrv 2012 R2 ad dc.

my plan is

1.change FSMO from 2003 to 2012
2.delete 2003 domain controller and remove from domain
3.change functional level to 2012 R2
4.WinSrv 2019 add to domain
5.promote to domain controller
6.change FSOM from 2012 to 2019

is that OK?
Please let me know if there is any additional work I need to do
