Select multiple jpg and GROUP multiple jpg

I am running:  Word (Office 365 Subscription) 16.32 for Mac (Catalina v10.15.2).  New WORD 2019 - need help with easy old stuff for some reason.  Hope someone can help.

I have three jpg photos (under 100 kb each) in my document (to do this:  INSERT>Pictures>Pictures from file...).  I need to group two of them.  In the past I would click on first photo then shift+click on the second photo, right click and group.  I've tried command+click, Option+click, etc... nothing I've tried is allowing me to select the two items.  

Next, I CMD+A or select all (all three photos are highlighted) I go into the LAYOUT ribbon and the "Group" is not highlighted.

1.  How do I select two items when the normal way (shift+click) doesn't work?

      1a.  Is there an initial setting in WORD Preferences I need to turn on or off?

2.  How do I group multiple jpg items?

These are simple questions from someone who has used WORD forever, so please accept my apologies, but I am unable to locate any topic on this and this WORD 2019 subscription is all due to upgrading to Catalina on my Mac.

Thank you; I got it to work!  I selected a jpg and right clicked and selected WRAP TEXT>TOP AND BOTTOM  and then went to the next jpg and did the same.  Went back and was able to select both as I described in original message (select one and then shift+click second one).  Next, LAYOUT ribbon select GROUP and it worked!

This worked to answer both of my questions on my MAC.

I did not have to use the Developer Tab to group for my situation.  I don't remember ever having to do this before, but I will not forget in the future!  Thanks so much for your help, Andrew.

    I'm on a PC so this may not be useful but on Windows you can't group graphics unless they are all floating objects (this means they have Text Wrapping turned on).

    If you images are inline shapes you would select multiple graphics by click and drag to select the shapes and the text between them. You can then using the Developer Tab to group the TEXT but this is different to normal grouping (and may not be available on a Mac because it involves Content Controls)
