Proxy Setting at Machine Level on Windows 1909

Currently we have ProxySettingsPerUser disabled and AutoConfigUrl set referring to proxy.pac file. I am having trouble to enable ProxySettingsPerUser, which sets the proxy at machine level.

When update the GPO to enable ProxySettingsPerUser, the AutoConfigUrl is gettign overwritten and set to blank.
