Why is it defaulting to insert Row, and not allowing me to change that default to other insert options, like Cell if i need to shift a column down. Driving me crazy. There is nothing that I can see to fix it, and with the drop down menu so dummied up, you can't select anything from the drop down. Also, why did you guys destroy the dropdown, can't we have an expert option that doesn't show pictures?

It seems that the issue only happens in a specific sheet. I hide the row first and then unhide the row and then click on Insert in a sheet in our environment, it seems that I can’t reproduce the issue currently.
If you aren’t using the latest version, I suggest you update the version, restart the computer and do a test to see the result. Meanwhile, upload a full screenshot of the Account page in the Excel application you are using for our reference. You can access the page via click on File>Account.
Note: Remove any private information before uploading the screenshots.
Moreover, go to Control Panel with the computer administrator’s right>Programs>right-click on the Office applications’ icon>Change>Online Repair and then do a test to see the result.
If you copy the data in the affected sheet to a newly created sheet, check if the issue goes away in your environment.

It only happened in sheets where I had previously hidden rows, and which I un-hid. So on that particular spreadsheet, one sheet worked normally, and three others didn't because there were previously hidden rows. That seems to be permanent, I just re-opened the sheet and I have the same problem. I also can't fix it in advanced settings, the box is checked. I put the insert cell into the dropdown menu, and that is shaded over (invalid option) on those sheets, but again works fine on the other sheet. I will attach two screenshots from the same file.

Generally, the Insert option should show Shift cells down. I’d like to confirm when the issue happened.
Please first check whether the issue happens in a specific file and whether you are using the latest version of the Office applications. If you aren’t using the latest version, I suggest you update the version, restart the computer and do a test to see the result. Meanwhile, upload a full screenshot of the Account page in the Excel application you are using for our reference. You can access the page via click on File>Account.
