Thank you for posting your concerns in this community. From your description, you find that when you try to share some files on OneDrive for Business, the notification of shared files email doesn’t to the use and your organization environment is using exchange on-prem server.
Sorry, we don’t have the on-prem exchange server environment to test this situation in the same environment as yours. But to narrow down this problem, please give a try to copy the shareable link which is generate by OneDrive and send it manually to the user with Exchange and see whether the user can receive the email and access the files with the link. This can help us to narrow down the problem whether is exchange doesn’t able to send email to user or the cor-working between Exchange and OneDrive is not working.
