Visio 2016 - Document Protection

Am trying to edit information in a text box.  Not able.  Developer / Protection menu - have unchecked all boxes, but they revert back to original state.  Per Google there should be a Document Protection option in File / Options / Trust Center, but does not appear in my installed version.  Have looked at Drawing Explorer, highlighted document and selected Protect Document -- no boxes are checked.

The document is a timeline showing many activities throughout the year.  Some text boxes can be edited while others appear to be locked.  Where else can I look to determine at what level editing is disabled in my document?
