Exactly the same problem. Unable to change or manually assign any licence since the Admin Center is not available.
Same Processiong your order screen.
Unable to contact support either.
Different PC's used. I found no other thread. Suggest keep using this since issue is not resolved.

Same thing here. Upgraded offcie 360 now stuck on processing your order and cant get in to Admin Center. I see you have complaints going back to march 24. Seems like a long time to not have a fix. If not fixed by end of buss. tomorrow, will cancel both new upgrade and old account. can't use it if I can't get support;. Furthermore, Will start using Open Office instead.

If so, please clear the caches and cookies of the browser and use a InPrivate window then try to login to admin center directly via below link:
