Firstly, I want to confirm where are you class notebooks created? In the Creator app or in Microsoft Teams?
Note: as this article says, Parent and guardian links are only available for notebooks created in the Creator app. Notebooks created within Microsoft Teams do not allow for parent or guardian links.
If issue happens to notebooks created in the Creator app, I would like to confirm following:
I assume you get a parent link of a class notebook by following steps. If not, feel free to correct me and share your detailed steps.
1.Go to the class notebook manage page in browser by accessing https://www.onenote.com/classnotebook and click Manage notebooks.
2.Click a class notebook in the list, then click Parent and guardian links.
3.When the "Parent Notebook Links" dialog box appears, choose Content Library or Student Notebooks.
For Content library, click Get a link.
For Student Notebooks, select Individual Students or All Students and generate the link.
If above are your steps for getting the parent link, you may try following:
1.Clear cache for the current browser or using the private mode of the current browser.
2.Use different browsers such as Firefox, Chrome and Edge.
I also suggest you try creating a new class notebook and see if you can get parent link of it.

1.When you mentioned " but when I click on the get link button the pop up goes away and no link generates", is the issue that after you click Get a link, it doesn't generate a link as below?
2.Do you get the issue when you try getting parent link for Content Library or Student Notebooks?
3.Do other teachers have the same issue? Do they have issue when they try getting parent link for class notebooks?
