How to add secondary axis in Excel Column Chart without overlapping bars?

Question

I am trying to make two columns of value show in a Column chart with two bars side-by-side. But whenever I try to move one series of data on secondary axis, the chart automatically overlaps the two bars. How can I fix this and how can I stop it from happening? This does not make any intuitive sense at all.
