I am trying to sync my notebooks. The apps displays that message Saved offline (sign in require). Page last synced on 24.05.2019 | E0000024 c3zox
When I try to log in I receive this error message:
To sync this notebook, sign in to OneNote. (Error code: 0xE0000024 bdf5h)
On the windows 10 machine I am using a work account to log in and the onenote application was using a with a personal account.

You could try this: With any internet browser go to https://onenote.com access with your credentials, then you will see the list of your nottebooks, select one of them and in the Ribbon bar click on "Open in app", this will sync with the local Onenote app.

The notebooks that I want to sync are in a personal account not in a the work account that windows is currently linked to.
In browser I select the personal account in order to see the notebooks.
Do I need to open the online onenote in with the work account?

Onenote files are stored in Onedrive, it's seem Onedrive site do not provisioned correctly, so, try this. in a browser go to https://portal.office.com access with your work account, then you will see the Office menu, click on Onedrive icon and check if you are allowed to open.
