No Scroll Bar - Microsoft Forms

I created a form through Microsoft Forms and no scroll bar appears - you cannot scroll down on the page to see the rest of the questions without using the [Tab] key. If you tab down, the theme does not continue - it is just a white background. This problem regarding no scroll bar only persists for some users. I have reviewed all settings and have tried all browsers. I have also tried changing the theme and recreating the form entirely and have encountered the same issue. There do not appear to be many settings for Forms, nor is there any up-to-date documentation online regarding this issue. 

Any suggestions on how to fix this problem?

    This may be a recent issue with the product.  I created a form last month that has been working fine.  Users just started reporting this problem today.

    We're also on the government edition.

    I created the new form using Chrome. I can try to use Edge and see if that makes a difference.

    Dear Brittany,

    Could you please specify which browser did you use for that ?

    All I can suggest is to try to use MS Enge in Private Windows and create a new form, using already existing questions.

    You can also contact your IT admins, so he can take a look into your account and into Forms restrictions.

    Also I would advise you to contact developers and share this with them. Go to settings > feedback and leave a feedback

    I am using a government account to create the form. I created a copy of the form, removed the theme and picture, and am still not able to scroll in any browser.

    Dear Brittany,

    I am an independent advisor, and I am trying to help other users in Community with my experience in Microsoft products.

    Please create a copy of that Form and remove the theme and the picture and try to open it again.

    I have tried to open your form in 4 different browsers and the scroll does not appear. Could you tell if you are using Business/School account to create those ?
