Cannot Paste Formula/Function from Excel file to another Excel file but only Value of cell can be pasted.

Sometimes when I copy the cell with Excel function and try to paste to another file, it pops up: excel functions cannot be pasted and the cell will be pasted as value.

Why this happens? and how to paste excel function successfully?

    Ok, but within Excel, you need to select File > Open to do so, not click on them outside of excel. I have included a screenshot of how they need to be opened.

    Those files are at the same folder.

    As in you need to select file open and find the file from there to open to guarantee it is in the same instance.

    What is same instance of excel?

    Both files are open.
