Excel ghost scroll bar

We have just moved over to Windows 10 from Windows 7 and are having issues with some spreadsheets in Excel.

It would appear that sheets that are "shared" are experiencing a ghost horizontal scroll bar whenever you start them up. Sometimes the bar is as it should be allowing you to slide it, yet no movement happens on the sheet and other times the bar will be full as if there is no sheet to scroll.

The only way to scroll is through the mouse or cursor keys.

I found out that the scroll bar in question is just a "ghost" scroll bar layered above the actual scroll bar and the only when to fix it was to disable the horizontal scroll bar in the settings, save, reopen the sheet and then reenable the scroll bar. Sadly this only fixes it the one time as each time to close and open the sheet the "ghost" scroll bar is back.

I have tried excel in safe mode and still the "ghost" scroll bar appears. Does anyone have a clue how to permanently fix this issue please?

Hi, thank you for the reply Andreas.  I have tried that and no change. However I believe It maybe linked to the legacy "track changes" feature as if I switch this mode off the problem disappears. 

Although I need to test this further and see what my options are if i have to remove track changes, leaving the sheets unprotected.

    Try if a change to Normal view solves the issue.
