Microsoft Forms - Create a Form for Someone Else

Is is possible to create a MS Form on behalf of someone else.  For example, I want to create a survey for someone else that doesn't have time to do it and I want the form to be owned by that person so that they can pull it up to send out or review whenever they need to.  I do see the Share to Collaberate option but wondering if I am no longer with the company, would it disappear if I was the one who originally created it?

I was able to find this link that can help you. You would basically share it with them and they would duplicate it and start using it as their own.
