Have you tried my suggestion to use Office 2016 client as a workaround? The issue may only happens to OneNote for Windows 10 app, so it’s worth to try this workaround to let you get rid of the trouble before we finally fix the issue for you.
In the meantime, we really appreciate your effort to provide the video, it lets us know more clearly how the issue looks like. And, according to your reply, the issue also happens when you sync at home, so we assume that the issue is not related to
the network environment.

2. Try reset OneNote for Windows 10 app, it can help us check if it is caused by OneNote cache or credential:
a. Right click Windows key>select Apps &features.
b. Select OneNote.
c. Click Advanced options>click Reset.
For further analysis, we also want to confirm with you if other users also meet the issue, such as other students or teachers, we need to confirm if the issue is related to your tenant and affected all the users of your tenant.
