I've replicated the same process using the same device manufacturer and did not get the same issue with using voice to create notes. Can you verify if you are also using OneNote 16.0.11601.20100 for Android? To check, go to Settings > About.
You've mentioned that you've tried to use dictation to other apps on your phone and it was working fine. Will it be possible if you can access your OneNote account on a different Android device? This way, we can isolate if it's account related, a problem with the application or the issue is only happening on a specific phone. You may also try using a different OneNote account on the device that you are currently experiencing the issue to help investigate the matter.
In the meantime, I'd recommend resetting your credentials in OneNote to give it a new start. This is just simply signing out and signing back in your account. To do this, please follow the steps provided below:
- Open OneNote, tap the menu in the upper-right corner of the screen, and choose Settings.
- Tap Account.
- Tap Sign Out, and then click OK.
- Tap the recent apps button on the bottom of the screen (the one next to your home button), find the OneNote app and swipe it sideways to close it.
- Start OneNote and sign in to your account.
