How to get support for Partner Center Issue

Where do I get support for a problem in the Partner Center with a submission to the Microsoft Store?
If I click on Help and Support and Contact Us, and choose UWP app development, and I try to submit an Incident regarding Partner Center, I’m told support is provided in Partner Center, but clicking on “Submit a Ticket in Partner Center” just sends me to a page in the Partner Center that shows help documents, with nothing relevant and no way to proceed any farther.
