File Locked - Read Only

I have a shared file that says it is locked and read only file because I already have it open or accessed.  I do not already have t his file open and cant access it to edit it but read only.

    I’m sorry for the inconvenience it may have caused you.

    To troubleshoot this issue, there’re several steps you can try:

    1. Update Office to the latest version. With Office updated, some known issues would get resolved.
    2. Start Excel in safe mode to exclude the impact of the third-party add-ins, then check the result.

    If the issue persists, we’d like to collect some information to further check the scenario:

    1. Which version of Office do you have? After starting Excel, click on File > Account, please take a screenshot of the Product Information part and share it with us.
    2. When opening other shared files, will the problem occur?
    3. Regarding the error message, could you share a screenshot of it with us?
