Thank you for the precise description of your issue.
From your description, we suppose that you are using an Office 365 for Business Subscription. Am I right? Meanwhile, as far as we know you had tried different browsers and switch to the Chrome’s Incognito mode, the issue might not be contributed by browser side.
As your mentioned there was only one user has been affected when accessing the OWA (Outlook Web Access), would you first kindly check if this user has all the license that has been assigned? You could go to Admin Centre to remove this user’s license and assign again, refresh the outlook web and see if the issue still exists. It might take some time if you made change in the Office Admin Center.
For further troubleshooting your concern, we need to collect following questions:
- The screenshot of your error message
- The office 365 for business email address of this effected user
- This effect user was created recently? If so, when did it created?
