why won't downloaded csv files open?

I followed instructions to go to security and security settings.  That was where the trail ended.  There were no Protected (?) or Security Settings that would help open my files.  I'm trying to do taxes and downloading files.  I can't get ANY of them to open.

In the past I used my old laptop and opened files in 2007.  THe laptop fizzled out.

HELP!!!

    Hello DianeTrotter,
    I am an independent advisor to assist you with this issue. Sorry to know you're experiencing this problem.

    You should try out this options;
    Options > Trust Center > Trust Center Settings... > Protected View --> uncheck the top and bottom boxes

    1. Options > Trust Center > Trust Center Settings... > File Block Settings --> change the radio button to the bottom option
    2. Download and save CSV file from website.
    3. Launch Excel.
    4. Drag & drop saved CSV onto Excel window

    Could you tried open csv files form excel using Data - from text file and choose your CSV file?

    We need the FULL and EXACT error message text to be able to provide you specific suggestions.

    There are several ways to try to open CSVs.  We need to be able to try to recreate the problem, so give us the exact steps you are using to get this error.
