Access Database Engine won't install

After some frustration of connecting an .accdb database to my Visual Studio 2019 project, I decided to reinstall Access Database Engine. After uninstall the Access Database Engine, I tried to reinstall Access Database Engine but it won't install.

After start the setup a command prompt and loading bar start up for a second then closed itself. I tried to run it multiple times it still the same result and I'm getting frustrated. 

Windows 10 1909

Office 2016 64

    There was along discussion recently on UtterAccess pertaining to this same issue. The last time I looked in, there was no resolution mentioned in that thread. However, it might be worthwhile to review it.
