Upload button disappeared in document library

This document library had been working fine for months, in modern mode. Today, the upload button has disappeared when I open a folder in the document library to upload an item within the folder:

Normally the options look like this:

Now, even with Admin permissions, I am unable to see the upload option within this document library folder (more than one folder is effected, but not every folder). Other users are also encountering the error in this library and a different subsite of the collection as well. For now, I have told users to switch to classic mode, and that seems to work for now, but I want to know how to fix it. Drag and drop does not currently work in modern either. This does not seem related to permissions since I am effected as an Admin, and I have not made any changes to the site or library or other subsite within the past week, so I do not know of other possible causes. 

Please let me know what I can do to resolve this issue. Using SharePoint Online.

Service Health Dashboard has indicated that issue SP184132 & SP184162 has been resolved as of: Tuesday, July 2, 2019, at 11.40 UTC. If you are still experiencing an issue, please let us know as this may indicate either a scoping issue or an independent problem.

    Hi,

    We've encountered the same issue as of yesterday in New experience but when change to Classic experience upload button is accessible. May I know what would be the workaround for the upload button to show in the New experience in SharePoint Online? This happen to some of the libraries. I'm the Site collection administrator.

    Hi,

    I have the same issue too! The "Upload" button has disappeared recently. I cannot drag and drop files and folders to document library. I'm using New experience but it doesn't work at all. Can Microsoft fix it immediately? It's indeed a big issue!!!

    Thanks for your query in this community.

    I was wondering if this issue could be related with the view settings on those folders.

     The simple controls are missing for a SharePoint Online document library

    Please help your user to check if they have set up customized view on the library folder.

    Since you mentioned, this issue is infecting a part of the users in your tenant, in my humble opinion, this issue is more likely caused by the server side. Please go to the Office 365 Admin Center > Service Health Dashboard to check if your tenant has been infected by any service incidents.

    Update: As soon as I posted this the error resolved itself. Still curious why it happened, but it works now.

    Update #2: Actually, it happened again. According to another user, it will appear and disappear sporadically. Still need help. Thanks.
