Visual Studio settings for different users on same machine

At my University I have labs that contain thin clients. I create the image that I want using an admin account. I'm able to set the background for all users using group policy editor, and I am able to place icons on the desktop of all users by using c:\Users\Public Desktop. However, each of the thin clients logs on as a separate user, and so on a typical thin client, even though I have gone through the initial setup on the admin account of 1) Do I want login to an account and 2) What color scheme do I want on the desktop and then whatever it does in the background to create the .settings file, it has no effect on starting Visual Studio on the thin client. It still asks the question about creating the account each time. Also when starting Microsoft Office, the initial startup of Office, it pops up a button that you have to click to go on and use the software. How can I configure Visual Studio and Office so that a user of a thin client will not have to go through the start up steps every time they want to use the software?

    What is " thin clients" you mentioned?

    When you open Visual Studio for the first time, you are asked to sign in. It is by design.You can temporarily select “Not now, maybe later” in sign-in window.

    If you need to sign in Visual Studio with different users, you can add additional accounts via File > Account Settings > All Accounts > add an account.

    You can enable the Synchronized settings via Tools > Options > Environment > Accounts > check “Synchronize settings across devices when signed into Visual Studio” so that any changes to synchronized settings are automatically applied.
