Does it do this with all Excel files you open, or just one file in particular? If one in particular, is the workbook/worksheet protected by any chance?
Re-scaling Issue using Excel
I am having issue with using anything other than 150% scaling on my laptop. Once I scale to either 125% or 100%, any larger workbook starts freezing. Furthermore, my worksheet is no longer full screen within the workbook window and the formula bar is smaller than normal. Sometimes the scroll bars are right next to the spreadsheet, other times they are where they should be. When I have more tabs on a workbook, the tab names start flickering when the workbook freezes. Any actions I try to make while the workbook is frozen seem to magically execute all at once the second the workbook unfreezes after about 10-20 seconds.
In the attached image, I do not have any cells hidden or edited. The spreadsheet can be scrolled horizontally and vertically within the visible window. The issue is the same if I have external monitors attached.
My system information:
Windows 10 Enterprise
Microsoft Office 365 for business
Laptop: Dell Latitude E7470
Limitations: No Administrator privileges
Microsoft 365 and Office | Excel | For home | Windows

2019-05-23T21:09:41+00:00 Please first check whether you are using the latest version of the Office applications. If no, update the version of them, restart the computer and then do a test to see the result.
Meanwhile, go to Control Panel>Programs>right-click on the Office applications’ icon>Change>Repair to see the result.
Close all third-party and anti-virus software and only lauch Excel to check the result.
To see if the issue is related to the user profile, involve your IT administrator to log into the computer with the local administrator account to do a test to see the result. If the issue goes away, let him create a new user account for you to see if the issue happens when using Excel.

2019-05-29T11:39:45+00:00 I did manage to get my excel working properly . . . for now.
What I did was:
- Right click on the Excel Icon and selected "Properties".
- Under the "Compatibility" tab, I selected "Override high DPI scaling behavior. Scaling performed by:" I left the selection here as "Application".
It was doing this with most Excel files. A repair did not fix the issue and my Microsoft Office was up-to-date.
Another odd thing it did, as I was opening new excel files, the already opened files were resized and a white border appeared around the resized window. This new window acted as if it was maximized within this new window. I do not have a screenshot of this nor do I have the time to recreate it.
This solution also significantly sped up my Excel functionality. Rather than constantly hindering, now it runs a lot smoother. I also do not have the "blurry" issue others mentioned on various posts.
One issue I am still having though, but it is just a minor inconvenience, is that my vertical and horizontal scroll bars keep disappearing. To get them back, I have to resize the window then maximize it again. This might have to do with the fact I am stopping a macro mid function without re-enabling screen update.
