Cell drag and drop function not working

I can not drag and drop a cell to a different location or drag down a cell in a column or a row with my mouse.  The thick PLUS sign does not convert to thin plus sign to enable me drag a cell contents. - Any suggestion as to what can I do to enable this feature ?

    Select File > Options.

    Select Advanced in the navigation pane on the left.

    Make sure that the check box 'Enable fill handle and cell drag-and-drop' is ticked, then click OK.
