PowerAutomate Using (OneDrive for Bisiness)

Question

Using PowerAutomate, I want to send a notice to Temas in a file shared in OneDrive having been changed.

As for the question, following.
　(The proprietary rights of the file shared as a precondition become the account of the company not me.)

Even if first, PowerAutomate are not owner authority, is the access to a shared file possible?

If the second, the above are possible, you should make a flow, or how will you show a sample?

Then, I would like it.
