I had this same error code, which I could not find when I looked it up under the OneDrive support site.  I ended up opening a ticket with the global help desk and they fixed the issue.  I asked what they did but the support rep didn't know, seems he had to escalate, but I'm guessing it had to do with permissions, or group membership, or something of that nature, as nothing I did client side helped.

Can anyone confirm that this is also happening on non-1903 systems?  With me it is tenant wide.  It appears that if OneDrive is already linked on a computer it works, but if you unlink OneDrive and try to re-link, it fails with the same error.

The plot thickens on this one.  I initially assumed that it was an issue with a specific build of 1903.  I had a Surface Book 2 with 1903 build 18362.329 that OneDrive was working fine on.  The Surface Laptop 3 that OneDrive was not working on has 1903 Build 18362.476.

However, when I unlinked OneDrive from the Surface Book 2 (1903 build 18362.329) and tried to re-link it I got the same error message.  I then tried to link OneDrive on a Windows 10 1809 Surface Pro 4 and got the same error.

I can link a personal (non-365) OneDrive account on any of the computers, but all Office 365 based OneDrive accounts throw the same error.

How did you run one drive with admin privilege? It shows me this error, "OneDrive can't be run using full administrator rights. Please restart OneDrive without administrator rights."

Same Error Code: 0x8004deed when trying to start up OneDrive for the first time

This is happening for me when setting up a new user's Office 365 account. Account was setup 2 hours ago, 10 minutes is all it has ever needed.

In the AdminPortal, under Active Users > *New User's Account* > OneDrive tab

    It says:

OneDrive‎ isn't set up for this user. Ask the person to go to portal.office.com/onedrive to set it up. It might take a while. If you still see this message 24 hours later, contact Support.

    On their account:

Going to "portal.office.com/onedrive"  you just get a white screen, nothing loads.

Going to "portal.office.com"  Under their Onedrive and Sharepoint tiles it says "Setting Up...", these tiles not allowing any mouse clicks

This doesn't look like a local issue (1903) but an issue at the server level dealing with their license or setup within O365, as far as my situation for this looks. This is the license that we are trying to use at the moment on this user, just in case:

    Office 365 Business Premium

Going to give it some more time then try pulling the license, let it replicate, try the license again, then try a different license that still has sharepoint if still a no go.
