Unable to uninstall Windows Defender on Server 2016 0x80073701 - ERROR_SXS_ASSEMBLY_MISSING]

Question

I'm trying to uninstall window defender..

I've tried running all the dism commands

Dism.exe /Online /Cleanup-Image /CheckHealth
Dism.exe /Online /Cleanup-Image /ScanHealth
Dism.exe /online /cleanup-image /analyzecomponentstore
Dism.exe /Online /Cleanup-Image /restoreHealth

I tried install "KB4493470" but it said it wasn't applicable to my system I also have no language packs installed here is my CBS log
