Excel calculation broken with iterative solution

In the table below, cell F4 is equal to cell F3 - sum(M4:O4) which given the shown values means F4 should be negative, but Excel shows it is equal to F3. For some reason Excel is not doing the subtraction. The cells are all linked in an iterative calculation, and iteration is turned on. Any thoughts on what can cause this?

    Hi, please show the picture so formula in F4 could be visible.

    If there are no private data you may share your files on OneDrive so we could analyze it.
