First, you do NOT want to enable all macros.
Instead, disable all macros with notification. (That does not really mean all macros.)
Second, you do NOT want to enable access to the vba project object model unless you have some other reason to do so.
You should have Windows defender enabled.
Error messages in Excel like this may or may not have meaning.
You should set your Trust Center settings to have Trusted Locations and put the files you want to authorize macros on in one of those locations.
First, try opening in Safe mode.

Safe mode is a diagnostic step, not a way to run Excel.
If that helps, write back and we'll try to get to the bottom of the cause.
If opening in Safe mode doesn't help, I would recommend a repair.

Try the quick method first. It is less comprehensive but much quicker than the online repair.
