I had this issue recently where an end user was unable to send emails out from a shared mailbox to external email addresses. They were getting this exact error every time. I was stumped and trying everything I found online, including creating connectors for every email domain, but nothing worked. I saw that the end user had a Microsoft 365 Business Basic license. I upgraded them to a Microsoft 365 Business Premium license just to see what happened and they can now send emails from the shared mailbox to external email addresses with no problem. If anyone has this problem, I'd recommend looking at the MS 365 license the end user has and try to upgrade it.
