Excel Conditional Formatting Fill Issue

I have a workbook with a formatted table. There are several conditional formats that I have applied to the table. All of them have similar conditions and all work properly except for one. The rule is below. 

The fill window for the cell formatting was unchanged from the default of No Color.

It works properly for items that have "Removed" in the cell, but when an item has "Not Required" in the cell, it overwrites the table's row fill formatting, as seen below.

I've tried removing the OR function and having two separate rules, but I get the same results. The only difference I can see is that there is a space in the value. Does anyone know why this might be happening and what remedy, if any, I can apply?

    Hi Geoff

    I noticed you are using an Excel Table, so try to change the Table color style to nothing or another color that would not interfere with the colors you choose for the Conditional Formatting

    If that doesn't help then separate the CF rule to just use =$G4="Removed" and =$G4="Not Required"

    with the same color formating
