Table within Word - unable to adjust row height via cursor on last row on page

I have a table with many rows that span across many pages and I am able to adjust row height via cursor by hovering over the bottom line of a row except that with the last row on a page the cursor option is not available.  I have to go into the table -> row height option.  This only happens on the last row on a page.

    If you put the selection in the row, you can use the Height control in the Cell SIze section of the (Table) Layout tab of the ribbon

    Doug - thank you for your response.  Yes that is another option to adjust a row height.  But, still does not answer why the last row on a page does not have the option to use a curser to expand.  Hovering over the bottom line and click and drag to adjust height is a convenient option.  Might there be a setting to allow or is this a bug?
