Error with restricted access in Excel - "You do not have credentials that allow you to open this workbook."

Hello, 

I built an excel model that has restricted access. The file is restricted based on user email. A select number of users are unable to open the report even though their emails have been correctly entered into the permissions window. Other users are able to open the report. 

For the users with errors, I had them check File > Account to ensure they were logged into the proper credentials. In all instances they were properly logged in but still unable to open this file. 

Each version of the model was shared via email, file type is an excel binary workbook and access type for the user is "change".

Are there any other possible scenarios that might be causing users to not be able to open the workbook?

I appreciate any and all insight you might be able to offer.

    Hi Patrick,

    I have tested at my end and here are my test results:

    1.  If user signed in with the account which has permission to access, user can open this workbook and check the permissions without problem.

    1. If user try to open this workbook with another account, user will get error said this account doesn’t have permission to open it. 

     

     As you mentioned this issue only happens to specific users, I assume the possible reason is the credentials of the problematic user. You can suggest user follow these steps and check the result:

    1. Sign out all the account in Office application and quit application.
    2. Enter Credential Manager in search and Open it > Select Windows Credentials> Under the Generic Credentials, delete any items which are related to Microsoft Office.
    3. Restart PC and sign in with correct account, then try to open this workbook.
