At first be sure Excel gets the separators from the system:
File \ Options \
Then check your system settings:
Control Panel \ Clock and Region

I did not count how many times I had to change my decimal separator yet. But it is almost always I shut and then open Excel, and even during the work when I have opened sheets. SLOVAKIA surely DOES NOT HAVE DECIMAL DOT.

I had to do the exact opposite: to uncheck it. Because even if i do have my system set on decimal comma, it always changes back to dot.

May I know you still need more help? You can try what Andreas provided and clean “Use system separators” and check if it meets your requirement. Please click File> Options> Advanced> uncheck the Use system separators checkbox.
If we misunderstand it, please point out with more details and we would like to further investigate.

In this case you might have a invalid setting in your OS.
Please click the Reset button in the Customize Format window (see screenshot above) and test what happens.
